No, that's not true: The video used to illustrate the claim is edited, showing only frames in which Orban is seen standing apart from others and it does not show the Prime Minister talking and mingling with other politicians.
The claim appeared in a TikTok video (archived here) on October 29, 2023, with a caption translated into English from Hungarian by Lead Stories Staff that reads:
Isolated. The lonely fighter.

This TikTok video uses shots from a video released for the press by the European Council showing EU heads of state meeting before a roundtable session on the second day of an EU Council meeting on October 27, 2023.
The video suggests that while everyone is friendly with each other, Orban is isolated and alone, and the edited video in the post shows Orban standing alone.
However, the original video has shots of him talking to other politicians (at 7.30 or 08.05). In addition, a similar video made during the first day of the meeting showed him socializing.
